The number and percentage of employments supported by the CJRS furlough scheme

The government announced the Coronavirus Job Retention Scheme (CJRS) in March 2020. Employers were able to claim CJRS support for employees furloughed from the start of March. Between 1 July 2020 and 31 October 2020, except in certain exceptional circumstances, staff who had not already been furloughed under the scheme could not be included in claims for support. The government then announced an extension to the CJRS starting in November 2020, with a further extension from May 2021. 

The provisional data for the end of June 2021 state that:

  • There were almost 51,000 employments furloughed in the North East LEP area
  • this is the lowest monthly furlough total, down by 13,000 since the end of May 2021
  • in total, almost 317,000 employments in the North East LEP area had been furloughed at some point since March 2020
  • the latest take-up rate for the North East LEP area was 6.5%, the same as for England as a whole
  • about 39.5% of the original number of eligible North East employments had been furloughed at some point in the scheme
  • this percentage was slightly higher than nationally

Within the North East:

  • the latest take-up rates were highest in Sunderland followed by South Tyneside (8.3% and 7.1%, respectively)
  • at the end of March 2021, the rates in these two areas had been the joint third lowest among the seven local authorities
  • the take-up rates for the entire scheme were highest in Gateshead, Sunderland and Newcastle (all about 41%)
  • each of the 22 North East constituency areas had 1,600 or more furloughed employments at the end of May
  • totals were highest in Washington & Sunderland West; Sunderland Central; Houghton & Sunderland South; Newcastle upon Tyne Central
  • every North East constituency had over 11,500 employees furloughed at some point in the scheme up to the end of June 2021. 

Information about furloughed employments by sector shows that, at the end of June 2021 in the North East LEP area:

  • About 22% of furloughed employments were in manufacturing, more than double the England percentage (10%) 
  • around 17% were in accommodation and food services, a slightly lower proportion than nationally (18%)
  • a further 11% were in retail and wholesale but this was a lower proportion than nationally (15%)
  • in the three months to the end of June, furloughed North East employments in manufacturing had increased by 8%
  • in the same period, furloughed employments in accommodation and food services decreased by 70%
  • the total in the North East retail and wholesale sector decreased by 72%.

Within the North East, at the end of June, the proportion of furloughed employments:

  • was highest for both manufacturing and administrative support services in Sunderland and South Tyneside
  • was particular high for accommodation and food services in Newcastle
  • was highest for retail and wholesale in Northumberland, Newcastle and Gateshead
  • was highest for professional,  scientific and technical services in the three North of Tyne local authorities
  • was highest for arts, entertainment and recreation in Northumberland.

The latest data gives information about the male/female split in furloughed employments and, at a regional level only, the proportion of fully and partially furloughed employments. At the end of May 2021:

  • Just under 43% of furloughed workers in the North East LEP area were female, a smaller percentage than nationally (just under 48%)
  • at constituency level, the proportion of female furloughed workers was highest in Hexham (55%) and Blyth Valley (53%)
  • the percentage of female furloughed workers was lowest in Sunderland Central (32%) and Washington and Sunderland West (33%) 
  • in the three months to the end of June 2020 the number of fully furloughed employments in the North East region decreased by 67%
  • the number of partially furloughed employments only decreased by 25% in the same period
  • however, in the latest month, the percentage decrease had been similar for both (21% and 22%, respectively)
  • almost half of furloughed North East region employments were partially furloughed on 30 June, up from 30% three months earlier.

Data information: The take-up rate is calculated by dividing the cumulative number of employments furloughed since the start of the scheme by the number of employments that could be eligible for furlough in the initial phase.  The latter total was revised downwards for many areas in the 31 July release, leading to rates being revised upwards.

The number of potentially eligible employments was slightly lower for the extension of the scheme from November 2020 and, again, decreased slightly in the second extension from May 2021.
